I called the front desk and they dispatched security knocked my door, explain to me the upper unit (2nd floor) was working on termite treatment, the noise stopped for a about 20 mins, and started again, I called the front desk and put on speaker and the gentleman from another end embarrassedly said the he heard the noise too, and he committed if unable to stop their work they would assign another room.
